PROJECT ABSTRACT

The Lahore Garment City is a major project of the Ministry of Textile Industry, Government of Pakistan. Under the Trade Policy of 2003, it was envisaged that three Garment Cities would be established at Lahore, Karachi and Faisalabad to develop state of the art facilities for garment manufacturers. Garment cities are clusters of sewing and stitching units grouped together to produce specialized garments for export and provide an opportunity to small and medium entrepreneurs to develop value-added clothing and accessories. The concept of garment cities is a departure from the vertically integrated supply chain to fragmented and horizontal manufacturing structures required by fast changing fashions and designer lines. Garment cities slice the value chain, inculcating specialization and volumes even in small and medium enterprises. The marketing process is facilitated by buying houses and importers’ agents who can direct the production and procurement of large export products from one place. In Pakistan, garment cities would give a new lease of life to garment exports, and attract enterprises which are not bogged down by the production systems and management constraints of a vertical supply chain. In order to expedite the Garment Cities project and place it on a fast track, it was decided that it would be run as a private-public partnership, and a Board of Directors for each Garment City Company would be formed comprising majority members from the private sector. The Lahore Garment City Company was incorporated on 16th September 2004. It acquired 19.4 acres of land in the Sunder Industrial Estate in Lahore. In terms of size, the Lahore Garment City spread over 19.4 acres is relatively small. But as a first step towards introducing the concept of stitching clusters sharing common facilities, it is a very important landmark in industrial development. The availability of fully constructed state of the art manufacturing units with all ancillary and support facilities would attract a large number of domestic and international companies to rent the factories for manufacturing purposes.

To promote and establish vertical Textile production facilities through conversion of fabric and accessories into world’s highest standard garment manufactured by cluster of stitching units with complete ancillary support and services in a modern and state of art infrastructure facilities.

LGCC Mission

To set up, run and expand state of the art Garment Cities to multiply export of value added textile products and play pivotal role in achieving the goals set by the Government of Pakistan.
